This is an actual information request used in an Awards Grievance. The agency believes that the particularized need should be listed after each and every item requested, no matter how redundant! It may seem like unnecessary work, but as long as the anti employee animus exists in the agency in general and LMR in particular (LMR gives guidance to managers) it is necessary.
In accordance with 5 USC 7114, please provide the following information:
1) Copies of all data, which identifies the criteria established for ROC/QSI awards. This includes but is not limited to email correspondence, evaluations, etc.
The Union's particularized need for this information is to:
Determine if the Agency complied with the parties National Agreement, as well as all other applicable law, rules and regulations;
Determine if Iwaz Wronnged has been treated fairly and equitably in accordance with the parties National agreement as well as all other applicable law, rules and regulations that protect Ms. Wronnged as both, a Federal employee. and as a bargaining unit employee of SSA;
Determine the most appropriate representational course of action to take in this matter;
Fulfill the Union's representational responsibilities.
2) Copies of all data which identifies and defines high quality performance. This includes but is not limited to email correspondence, evaluations, etc.
The Unions particularized need for this information is to:
Determine and verify the definition that was communicated to all bargaining unit employees as the FY 2006 Awards Program Guidelines states, under Types of Awards, “The ROC is a performance award which recognizes employees who have maintained high quality performance.”
Determine if the Agency complied with the parties National Agreement, as well as all other applicable law, rules and regulations;
Determine if Iwaz Wronnged has been treated fairly and equitably in accordance with the parties National agreement as well as all other applicable law, rules and regulations that protect Ms.Wronnged as both, a Federal employee. and as a bargaining unit employee of SSA;
Determine the most appropriate representational course of action to take in this matter;
Fulfill the Union’s representational responsibilities.
3) Copies of all data which identifies the established numerics, statistics, as well as, other workload measurements used to determine ROC/QSI awards
The Union’s particularized need for this information is to:
Identify and verify all workload measurements used to determine ROC/QSI awards.
Determine if the Agency complied with the parties National Agreement, as well as all other applicable law, rules and regulations;
Determine if Iwaz Wronnged has been treated fairly and equitably in accordance with the parties National agreement as well as all other applicable law, rules and regulations that protect Ms.Wronnged as both, a Federal employee. and as a bargaining unit employee of SSA;
Determine the most appropriate representational course of action to take in this matter;
Fulfill the Union’s representational responsibilities . 4) The methodology used to apply criteria and workload measurements to determine ROC/QSI awards.
The Union’s particularized need for this information is to:
Identify and verify the approach used to determine ROC/QSI awards.
Determine if the Agency complied with the parties National Agreement, as well as all other applicable law, rules and regulations;
Determine if Iwaz Wronnged has been treated fairly and equitably in accordance with the parties National agreement as well as all other applicable law, rules and regulations that protect Ms.Wronnged as both, a Federal employee. and as a bargaining unit employee of SSA;
Determine the most appropriate representational course of action to take in this matter;

5) Copies of data that identifies any and all other factors considered in making ROC/QSI award decisions.
The Union’s particularized need for this information is to:
Identify and verify the elements to determine all ROC/QSI awards.
Determine if the Agency complied with the parties National Agreement, as well as all other applicable law, rules and regulations;
Determine if Iwaz Wronnged has been treated fairly and equitably in accordance with the parties National agreement as well as all other applicable law, rules and regulations that protect Ms.Wronnged as both, a Federal employee. and as a bargaining unit employee of SSA;
Determine the most appropriate representational course of action to take in this matter; Fulfill the Union’s representational responsibilities.
6) Copies of all ROC awards awarding to bargaining Unit Claims Representatives in the Gastonia NC field office, as well as all supporting documentation relied upon by the agency in making the ROC award decision for each employee. This includes but is not limited to any and all statistical data, workload reports, and document otherwise kept in each employee’s SF-7B file which was considered.
The Union’s particularized need for this information is to:
Determine if the Agency complied with the parties National Agreement, as well as all other applicable law, rules and regulations;
Determine if Iwaz Wronnged has been treated fairly and equitably in accordance with the parties National agreement as well as all other applicable law, rules and regulations that protect Ms.Wronnged as both, a Federal employee. and as a bargaining unit employee of SSA;
Determine if the agency followed it own policy’s and guidelines as communicated to the bargaining unit employees.
Determine the most appropriate representational course of action to take in this matter;
Fulfill the Union’s representational responsibilities.

Determine if the agency followed it own policy’s and guidelines as communicated to the bargaining unit employees. Determine the most appropriate representational course of action to take in this matter;
Fulfill the Union’s representational responsibilities.
I request that the agency’s response voluntarily list each document which supports its response to the Union’s request. If any document has already been provided and if the agency does not wish to include another copy, please identify the document and show when and to whom it was furnished. The opportunity to respond based on the specific details supporting the agency’s charge is both substantive and a due process of the employee.
